Grease two regular donut pans. Preheat your oven to 356°F (180°C).
In a large bowl, combine white sugar, brown sugar, egg, vanilla extract, and melted butter. Use a hand mixer to blend until the mixture is fully combined and smooth.
Place a mesh strainer over the bowl containing the wet ingredients. Add the all-purpose flour and baking powder to the strainer. Sift these dry ingredients directly into the wet mixture.
Gently mix the ingredients with a silicone spatula until the flour is fully incorporated and no dry spots remain. The batter will be runnier than typical cookie dough—this is normal for this recipe. Fold in the chocolate chips until they are evenly distributed throughout the batter.
Transfer the batter to a piping bag and pipe it into the greased donut pan, filling each donut cavity about ¾ full.
Place the donut pans in the preheated oven. Bake for 10-12 minutes or until the donuts are lightly golden and a toothpick inserted into the center comes out clean.
After baking, place the pans on a wire rack and let the cookie donuts cool completely before removing them from the pans.
Chocolate Ganache Glaze
In a microwave-safe bowl, combine the chocolate and cream. Microwave in 30-second intervals, stirring in between, until the mixture is smooth and well combined.
Pour the ganache into a shallow bowl for easy dipping.
Hold each cookie donut upside down and dip the top into the chocolate ganache. Allow any excess glaze to drip off, then place the glazed donuts on a wire rack to let the glaze set.
